We are getting blamed for ALL junk mail that is being forwarded to those accounts and Yahoo, AOL and Verizon.net are blocking our server as a result.

Do NOT use the WEBMAIL to send out mass email or create distribution lists. Instead, use the EMAIL ENGINE in your control panel to send out mass email.
